Microsoft Windows has the ability to optimize for; Windows Choice, Best Appearance, Best Performance or Best Performance with Cache Optimization.
Since I am not familiar with Windows, I do not know exactly what the above means.  
So I benchmarked the different choices.
Use Control Panel -> System -> Advanced Performance Settings ->
